Thảo luận is more like Village Pump, which is what it's labeled as at m:Wikimedia projects. I find that Meta page very useful for finding important pages at each Wikimedia project.

About the interwiki link ordering: we haven't written a page about this yet, but the common practice here is to:

1. Convert all interwiki links to Unicode, so that they don't use HTML character entities.
2. Order the links according to the commonly-used native language name.
   • If the language isn't written using a Latin-based alphabet, use the transliteration.
   • If the first word in the native language name means "language", for example, alphabetize according to that word anyways. Thus, "Tiếng Việt" starts with "t", not "v", and "Bahasa Indonesia" starts with "b", not "i". This isn't set in stone, however; "Phaasa Thai" is usually grouped with "t", because the English Wikipedia used to list its transliteration as "Thai", not "Phaasa Thai".
